Summary

Under the current system, organizations can receive reimbursement for events without any verification that the event actually happened as described. This bill would have required organizations to submit at least two forms of post-event documentation within 15 business days — a photo from the event, a signed advisor statement, or a brief report signed by two officers.

If an organization failed to provide verification, or if the materials raised doubt about whether the event occurred as represented, the Finance Committee would have been empowered to initiate disciplinary action. The Senate voted it down.

117th Student Senate of the University of South Carolina

SECTION 1: Section 3-5-35 of Chapter 3 of the Student Government Codes is hereby added:

Section 3-5-35: Event Verification Requirement.

  • (A) Any student organization seeking reimbursement for an event funded by Student Government shall submit post-event verification materials no later than fifteen (15) university business days following the event.

  • (B) Verification materials must substantiate that the event occurred substantially as described. At least two (2) of the following must be provided:

    • A digital photo clearly depicting the event in progress
    • A signed written statement from the organization’s faculty or staff advisor
    • A post-event one-page report signed by at least two officers
  • (C) The Senate Finance Committee shall review submitted materials. If an organization fails to submit adequate verification, or if materials raise substantial doubt, the Finance Committee shall initiate potential disciplinary action.
